3. Saskatoon Southeast Water Supply System (SSEWSS) – Zelma Canal Upgrade Project
A 137 km long water supply system known as the Saskatoon South East Water Supply System (SSEWSS) originates at Broderick Reservoir near Outlook, Saskatchewan and ends at Dellwood Reservoir near Lanigan. Enroute, it provides water to five reservoirs totaling nearly 110,000 dam3 in storage (Brightwater, Blackstrap, Bradwell, Zelma and Dellwood), over 8,000 ha of irrigated agriculture, seven communities, and for other uses including potash mines, domestic, wildlife and recreation. With the development of the BHP Billiton Potash (BHPB) Mine near Jansen, the system needs to deliver increased volumes of water and operate for a longer period. As part of the system upgrade, a 12.9 km section of the SSEWSS Canal from Highway #763 near Allan, Saskatchewan to the Zelma Reservoir was enlarged and rehabilitated.
Scope of work included oversee the land related issues of the canal upgrade project; develop and implement the land control program for the project; liaison and deal with various land owners, RMs, and other stakeholders about the land related affairs; attend and participate regular construction meetings; obtain easement agreements and land purchase agreements; work with environmental consultant and construction contractors to ensure the land restoration; inspect and evaluate the damage/loss; issue damage/loss payments to landowners; provide payment history statement reports for SaskWater auditing; supervise and administrate the Legal Survey contractors to finish canal upgrade legal survey works;
